The lyrics in this song tries to make the point that some members of the police force in the United States were, and possibly still are, members of the Ku Klux Klan especially pointed out in the line 'Some of those who wear forces are the same that burn crosses'.
This really is a controversial song that is talking about the US police force being corrupt and asking the general public how can they can do what they are told by these people. (i.e. the police)
The lyrics go on to say that the majority of the US police force are white and against the black population, hence the reference to the Ku Klux Klan.
The singer is saying that he isn't bothered in any way by what these people think of him and he does not care what he says to them to the point of shouting obscenities to their faces.
