There's a huge bunch of factors that determine what the death rate is, for instance:
> how affluent the country is, how responsive/organised the govt is > the age and genetic disposition of the population > population density My guess is Peru has problems with affluence, organisation and genetic disposition, but that's just a guess. For the shameful showing of the UK, the probs have been responsiveness, population density and age.
