And? Either you agree with their conclusion based on the most up-to-date information for actual allocated budgets or you don't. Your information is based on what they requested, not what was actually given to them. Congress gave them more money than what was originally proposed. These bills were passed in spite of what Trump probably originally wanted to do, which was lower their budget.

Was it a great idea to reorganize personnel and not appoint a new person to the head of the NSC right afterward? No, but it's hard to imagine it would have made much of a difference if they weren't investing in vaccine developments for potential outbreaks even under the previous administration. Trump should have picked up the slack there, but his failing was that he didn't do so.

I haven't seen a link. I agree with what has been proven to me.

Okay, I read it, but it doesn't seem to add up with the links they provided.

The budgets for most things in the documents that they are citing for their graph get progressively smaller per year in most areas.

For instance Child Hood obesity got $30,000 in 2018 then literally nothing the following years.
