That's specifically written to be read by lawyers, therefore, they can use jargon that only lawyers understand. If they wanted to use plain english, the article would be longer--substantially longer possibly.

My dad is a surgeon, and I can show you articles from JAMA (Journal of the American Medical Association) that are just as obfuscated.

I don't understand your point. You still have to "understand it" though. The target audience probably uses that terminology as often as they use the bathroom and can skim that article.
