Probably not. But the best Batman comics pretty much totally outclass 99% of superhero comics not about him. That's largely because his myth has given him many of the best writers ever, but Superman and many other superheros have been given many of the same chances and have not risen to the challenge like Batman has.

It's honestly more his aesthetic. He's a street level hero who lends himself very much to noir. Year One and The Long Halloween are both very much film noir in superhero form. The Dark Knight Returns is sort of noir combined with cyber punk. And Arkham Asylum is noir on acid. All while telling stories that are human. Batman's real appeal is that he is superhero deconstruction without having to try.

Never quite got the attraction of Supe: if you're basically indestructible, can see through things and run faster than a speeding bullet, who's gonna stop you? Who would bother trying? This is what I like about Spidey too: no real superpowers other than spider speed, spidey sense ah ****....

He has super strength, inhuman agility, and that spider sense. He's actually pretty powerful as far as your average superhero goes. He just gets the piss taken out of him cause that's his schtick.
