A lot of places put dBase (and other) systems into place in the DOS days and after years of adding items/info to the database, their systems bulged to such massive amounts of information it would take a huge capital investment to pull them into the 21st century. They likely have concluded that the system functions well enough, so it doesn't justify the cost.
