Indica can have less, as, or more THC than sativa (and vice versa) just as hybrids can have less, as, or more THC than either one or both.
The amount of THC a plant produces depends on plant genetics and, to a lesser degree, how the plant is grown, under what conditions, and whether it's growing in the wild or is being cultivated by a grower and the level of experience/skill of the grower.
Also, pure sativas and pure indicas are few and far between these days. The vast majority of weed strains currently being sold in the legal shops are hybrids.
