Like any nonprofit our agency gets funding through the state, county, and grants for a variety of specific purposes - California's "Value in Preschool" program, for example. We can pay a percentage of childcare costs with those funds, and my agency runs a dozen "model" preschools throughout the county.
The backing philosophy is that investing in children now creates empowered adults later.
We also have a lot of persuasion on the legislative level.
