If you're allowed to speak off of a manuscript I say definitely write one. I've found that such a thing allows me to add more detail in the speech and allows me to not worry about flubbing when trying to improvise. Just write the speech and read it verbatim while looking up at the audience midway through each sentence. It's what most speakers do.

To be perfectly honest they probably don't give a **** what you do so long as you just carry them to the next speaker in a timely manner.

My only other suggestions are to either pay someone to write your speech or just talk about the subtle intricacies of post-punk and try to somehow tie it into immigration.

Put real work into it. Write a speech that you can read and practice from, then digest that into points that you can discuss in a conversational but informative way.
