Let's say somebody comes in with 100 records. I want to buy 50 of them. Let's say I offer a dollar each. I'll tell them that I'm passing on the other 50 but if they want to leave empty handed, I can make it $65 for everything. Usually people don't want to go home with stuff so they take the extra $15 and I have dollar bin records. I only pay $1 for something I'm going to put at least $3 on. I make up that extra $15 with the first few records and I have bargain to attract the diggers.
Sometimes there are actual bargains in there. Stuff I can't sell in the store for anything BUT $1. Like, for some reason, I can't sell Sinatra, Elvis, Foreigner, Joel, Moody Blues, even Clapton, for anything more than $1. So I keep the dollar bins full and don't spend much to do so. Usually people find 15 records they like.
