Smoking weed in public is and I'm pretty sure they were responding to a call.

Lame.

Did you ask for probably cause?

They don't require probable cause. Just suspicion.

Investigative Detention: The officer stops you or demands to speak with you. You are not free to leave. This requires the officer to have a reasonable suspicion that a crime has been, is being, or is about to be committed. You may be detained for a reasonable amount of time relative to the nature of the suspicion (i.e. a shorter time for a traffic ticket than a felony) in order for the officer to investigate his or her suspicions. In general, you may not be detained for any longer than it takes the officer to to resolve the original reason for the stop, unless other suspicions arise (e.g. you get stopped for speeding, but the officer then suspects DUI after speaking with you).

To keep you or to even cuff you they do.

Nope.

They can detain and cuff you if they are suspicious that a crime may have taken place (in Frowny's case drug possession). But they have to immediately remove the cuffs once their suspicions have been removed.

And that'd be probably cause.

You do know it's "probable cause", right? And not "probably cause"?

Yeah. I didn't even realize I was typing probably cause. But I will call it probably cause from now on.
