Here is more in depth information on the Phoenix Lights. They go into a detailed discussion about the flares and clearly show that what, according to some are thousands of witnesses, was seen was not flares, but an actual craft that blocked out the stars as it passed over head. The video also talks about how there were not just one or two events that night, but multiple events that people had witnessed in other parts of Arizona. In other words its flight path across the state. Here is a good website with lots of detailed information on the event.

As a kid I was fascinated by all this stuff, but once I grew older and read the sceptical explanations for such incidents, they sounded pretty reasonable to me.
Even when dealing with the very few genuinely puzzling cases there is nothing that points to extraterrestrials. There's a ton of known and unknown atmospheric and even purely optical effects that could explain sightings. And of course people might simply lie, be mistaken or see what they wan't to see. No scientist, politician or high ranking military man is immune to that.
