There are more deserving people to pick on than Howard, or am I missing something? Did he kill someone's dog or something?

There's nothing you really can do unless what she's doing is directly affecting your work, unfortunately. Idiots slip through the cracks in every workplace. Best course of action is to just ignore her as best you can.
