The article specifies they'd chased the guy into an alley, and he still refused to cooperate. At that point, where they don't know just who or what is waiting in the alley with him and his refusal to cooperate or calm down the situation becomes risky enough to merit using the dog to take down the suspect in my eyes. |

Top it off, as far as I'm concerned not being able to catch him ain't an excuse for anything but going to the gym.

Why is anyone arguing in favor of this dude? The cops warned him that they would let the dogs out if he didn't stop, and he didn't stop. On top of that, he resisted when the dog had him. Police dogs are well trained, they didn't **** up his leg like that for no good reason.
