Generally speaking, no. If not much light is coming through and out of the window from inside the room (lights are off), then the light coming from that window is mostly light reflected from the outside surroundings. In other words, on a sunny day looking at the window to a room with the lights off, you'll see a reflection and not in.
At night if the lights are on, most of the light coming from the window will be coming from inside the room and then people can see in. Yes, people can see in: 0 No, people can't see in: 3
