I just can't work out in my head any other reasoning for putting it under except to annoy the rest of the population that knows the objective fact that toilet paper is easier to manipulate when it's over, rather than under.

I didn't answer this myself but I've always been inclined to load it under but at my new place the holder is in a weird spot and I haven't moved it so I just let the roll stay on top of the toilet tank.

Put me solidly in the category of thorough indifference
