That's why the terms northeast and southeast exist, to distinguish the two. If you're going to only consider one part, then it'd be wise to say so.
And there are some pretty distinctions between northwest and southwest, ask any san franciscan and they'll be happy to tell you in what ways they are superior to their angelo counterparts.
Plus, climate and terrain and stuff is pretty big difference between the two. Southern is more tropical and warm consistently, including some arid regions, while northern is more rainy and has a lot of forests.
