Yea, it's an insult, but is also used in a friendly way, as is any insult. Popularized within the last 10 years or so I'm guessing.
It's just a variation of calling someone a douche.

I hate the word PICKY!!!! I've been called this my whole life. I went off on my Dad's GF because she called me picky. I said I'm Not F**king Picky!! I like what I F**King Like! Don't you??
