Exactly. The cable the balloons are attached to do the work.
The idea is to keep low flying aircraft at an higher altitude making the dive bombers job a lot harder. Obviously, low flying aircraft are more accurate than ones at altitude.
The ones in the picture look pretty low compared to the those seen over English cities during the blitz.
