I imagine most graphic programs (Paint Net, Photoshop, Gimp etc) will allow you to convert from one format to the other. I assume it's just a case of opening the RAW files and saving as the new format, no?

That'll happen. It's like RAW is the FLAC of images and GIF/JPG is the mp3. The RAW images is much bigger so to convert it, it has to be compressed and so you lose a lot of the res.
