Yeah due to insurance reasons (I guess) you can't rent a car unless you are really really really really really really special. It's usually around 25 but can be lower. Of course I'm speaking of my city, and I'm also just repeating things my parents have told me so I could be way off.

Plus fake IDs are more prevalent than in the past so bouncers are getting better at picking the fakes. |
