So I got on the forum tonight and the lines are raised under people's names, thread titles, etc. This is what my new posts page looks like.

Ok so that's not just me then. Are you by chance using Google Chrome as your browser? Just curious.

Mine was like that yesterday and now it's back to normal. I'm not 100% sure but I noticed the switch after a game changed my video settings to classic mode. It automatically reverts back when you close the game but the forum still looked different.

I'm using Chrome.
