Answering would be directly asking the poster something.
Anyone can respond to your quote and say anything they want, it does not mean they have just entered a conversation with you.
It's pretty obvious forum culture.

I feel ya.. often times when talking to people, I respond to things they said sometimes days, even weeks prior. They dont know what the fuck im talking about, but it works for me.

Actually imo quoting usually is answering.
And you don't need to ask to answer. Seems like a bit of an oxymoron tbf.
