Just use your eyes lol? You don't need to measure the water because you'll be tipping it away anyway.

If you don't wash the rice (I'm guessing it's white rice not brown), then it will be mushy when you cook it. Same with the water, if you don't put enough in/you cook until absorption then it will just become mushy.

10 mins boiling time (max) and keep an eye on it/stir and then drain, will come out perfect.
