But even just some dude casually walking down a hallway, not doing anything that should draw focus to his footsteps, like, just walking and talking to some other dude, and he might as well be stomping around in tap shoes.

Re: footsteps my guess is that it was one of those remnants of theatre/radio during that time before they realized how different film is as a medium.
