It can look like that if the skin is "stuck" after being retracted during erection, but I think you should be able to pull the skin over the head when it's flaccid. :\

@ Addidas, yes I'm certain. lol.
Like I said, as a younger kid, it was fully over the head at all times. It just seems as though the skin didn't really grow along with the rest of the penis, so when flacid, the opening stays behind the rim of the head. It's impossible for me to stretch it back over even half way. This is in terms of length of skin. When erect, the skin is stretched to the point where there's no bunching up and it looks cut, except for the under-side where you have the thin strip of skin attached to the bottom part of the head. Like 333 is saying, it's probably normal but not exactly standard. |
