As much as it would be nice to be insane, and be able to chill in an asylum all day with your pills and comfy jackets, you exist at the pleasure of others. A few hundred years ago, society would not have treated you well were you insane, but luckily, now we have psychiatrists, medication, institutions WITH STANDARDS, etc, all set up to take care of the insane.
Cause, you know, at a certain point, the insane aren't really capable of taking care of themselves, and at that point, they better hope to hell that the people who are taking care of them (doctors, family, courts) actually give a ****, cause they're not gonna have much of a say in the matter.
The retarded are kind of in the same boat. Depending on just how retarded they are, they may be completely incapable of living on their own. Some of them have to be bathed, and fed, and CHANGED. Most of them aren't that bad, but even they are only so in control of their lives. They're gonna be stuck working entry level jobs, since their mental capacities aren't going to allow them to get much farther. And thankfully there are actual laws in place, otherwise I'm sure employers would use their disabilities to completely take advantage of them (or at least even more than they assuredly do).
If they're lucky, they'll also be able to live on their own, but many don't, or can't. If so, they still have to live in a world where everyone around them is talking down to them, whether they realize it or not. The only "equals" they'll ever have, or at least people who will treat them as equals, will be the small number of other mentally-handicapped people they can find (unless you would be willing to date someone who is retarded, then you don't really consider them an equal, and don't pretend otherwise.)
I mean, really, the only reason why a mentally challenged person's life is happy, is because "normal" people feel enough sympathy for them to give them assistance, otherwise they'd pretty much be at the mercy of the world. I might be a miserable ****, but I'll take that over
that.
