I think what it shows is a progression of the person's wealth, with their first contract netting them enough to buy a dingy, and then later they became such a good business person that they could afford a yacht.

I think it's actually a joke about scope creep on projects. You start off with the original contract that says you have to do A, B and C, but then there's a change order adding the whole rest of the alphabet and drastically increasing the expense. Hence the bigger boat.
