To be fair, I think you're comparing the the formalwear segment (or whatever they call it) to the bathing suit segment. If you look at pictures of past winners, you'll see bathing suit photos going back to the 1930s. Definitely not as skimpy as the modern bathing suits but certainly much skimpier than the dress your grandmother is wearing.
