Your quote shows nothing more than avoidance of a question. The game was delayed due to the frame drops on PS3. At that point Rockstar decided to improve the auto aim system.
Our sources are equal. Nobody is telling the full story. Just the same as Sony deciding to use the 6 axis control after E3 showed the Wii controls. Sony will say the whole time that it was planned from the start yet there was no real support for the function at release.
