Are you kidding me?! There's a HUGE difference between structural racism and interpersonal racism, as the latter will ALWAYS exist in any given society (albeit in much higher numbers when institutional racism is present). You can't completely eliminate that element from a society any more than you can eliminate any other form of interpersonal bullying that stems from backwards thinking. The main difference is that elimination of institutional racism is a MUCH more achievable goal, since the road to achieving that goal is based on policy change rather than thought control (thus, making institutionalized racism more conversation worthy).
