Apparently wearing strappy dresses at class is inappropriate. It covers my bust and goes just above my knee yet it's considered not casual business attire. Is this right in your opinion or do you think it's a little overboard?

That probably depends on your program/career. If you're meant to do business casual as preparation for some kind of business class, a nightgown from the 1800s would cover you but not qualify for the dress code. It's probably not inappropriate, just doesn't fit the context they're looking for.

I guess if it was a dress with spaghetti straps I could see why they might not like it but if we're talking thicker straps like you'd see on a tank top, that's a little silly. Especially if your bust isn't, well, busting out.
