The ones that are working but can't afford full fees should be able to pay reduced fees. That sucks if they can't.

If you work full time surely you should be able to pay the fees though. If not then the person is living outside of their means and has too many expenses.

Then you should qualify for welfare. Your country is a bit messed up. We have people here that are on welfare and have jobs but I don't think they are full time. They are what we call the working poor. Barely getting by and still have to rely on Welfare.
