In these kind of situations I can only really begin to understand someone being annoyed when two people are talking in a foreign language to each other to deliberately exclude others. The only reason for him to say that to your boyfriend, given those circumstances, would be a dislike of all foreigners. That puts things into perspective, definitely. Canada prides itself on multiculturalism and diversity, so it's shocking when people are so blatantly against it and start blaming immigrants for things that are happening (oh, they're all taking the jobs away, etc).

Basically, that's how I feel about the whole thing. Some people just have no filter and will speak their minds, usually to garner some attention.
Yes, French is an official language here. Spoken by the majority of people in Quebec and the basics of it are taught in schools across the country. I speak French because I did the immersion program, and also because I actually went to French school for a couple of years.
