Default major comp help needed!

okay, the other day i was trying to install service pack 2. Half-way through it told me "mgslang. can not be found" clicked retry a couple time, no help ended up cancelling half-way through.

So now after that it tells me "some of sp 2 was installed, windows may not work correctly" i try uninstalling the bit of sp 2 i downloaded, it tells me "access denied"

So, me being the great genuis that i am, restart my comp. Now when i try to turn it back on, it wont boot. It just cycles the same loading page-then quick jumps to a blue screen, and then automatically reboots again.

Safe mode doesnt work, i tried it, neither does any of the other safe modes(with networking, etc) I also tried the "last point that worked good option" no help....

My computer wont load..anyone have any idea's? Im on my mums lap top, aka meaning i dont have access to music..and teh other stuff >.>

please help

If, as Magarmr said, you have ****ed your partition, the correct approach in such a situation is "format".

But otherthan that I have no idea.
