Ok try this maybe
1)go to the start menu
2)click user accounts
3)when in click on the thing that says change an account
should be good if not i'll keep thinking.

on boot up press f8 select safe mode with networking
the log on screen will have an account named administartor, most liekly..not pass protected. use that, and delete your brothers account, if you dont want to use cmd prmpt
