Na he means Chatter Rings. Still got 2 rusty pairs in the garden shed somewhere, the first fad I can remember was those Pro-Yo-Yo things that lit up, and then the chatter rings came in. And then Pokemon fucked everyone over real good.

You were meant to keep the 5 little rings moving or vibrating by constantly turning the large ring that the dude is hanging onmto in the pic. If you stopped then the little rings came to a stop. It's name comes from how the little rings are kind of noisy and make a chattering sound when they're moving.
Eventually people started doing tricks with them, like flipping the ring and catching it and keeping the little rings going. This was where entertainment was at back in like 1997.
