I don't know about spicy foods causing phlegm, generally it causes your mouth to water. Sometimes the extra saliva goes down the wrong pipe and you start to cough, the coughing clears the phlegm you already have - maybe you have post-nasal drip. Take your time eating maybe drink water while eating. Milk is also good to drink because it counters the pungency of spicy food.
