I'm not saying that prejudice is any worse that racism nor that racism is any worse than prejudice, but they are different.

Institutionalized racism can only be exerted by the majority or power in a country, in this country that is whites.

That's a load of bullshit. You're more ignorant than a Nazi sympathizer if you believe that. The whole point of racism IS targeting someone because of their race. If I get beaten up by a black people BECAUSE of my race, that IS racism. You have misunderstood that article.
