Sure it did.

but if colleges and high schools get to choose by race then it becomes a regional thing with all the kids in say white suburbia most likely ending up with better teachers who get paid more. while kids in say densely populated minority sections of a city get stuck with crap teachers.
Or th eother downer is schools can choose a student regardless of their cpabailities and because of their race they get stuck at a rather bad school not known for it's academics because of the members of the student body.

most colleges have racial quotas anyway, so a certain number of blacks, latinos, asians, etc. are guaranteed to get in. You think colleges dont already pick and choose their students by race, athletic background (ever heard of a baseball scholarship ), how much money their parents make, etc?

I thought we were talking about colleges. Well, public high schools are government funded and cannot discriminate. that will never change. Private high schools can do whatever the f*ck they want.

public high schools can discriminate according tot he brown vs boe over turn.
as long as the facilities and supplies are equally, apparently it's ok.

what exactly is the "brown vs boe over turn"? In canada, public high schools cannot discriminate, attendance is based purely on zoning lines within the city, and i was under the ipression that it was the same in the US.

brown vs board of education made so that segregated schools back in the 1950's would have equal facilities and supplies. it's not a matter of attendance.
