well ok, i didn't know about the 12-year old, that's pretty sick...i wanted to say that 14 year old girls look pretty grown up these days....but the 12-year old incident just makes him a dirty old pervert...

The UK and the US have an overly constructed view on the ages between which puberty occurs. Generally the Government takes the view it doesn't happen until 16 or, if they can push it, 18. Basically, touching a 14 year old=no no. Unless you're also 14.
