This is an interesting question...
Because, despite the success of women's lib movements in the last hundred or so years, western society and culture (and most non-western society) is still largely patriarchal and many the values of the society have been generated over a long period of even more severe patriarchy. Because of this, the accepted views on male and female sexual behaviour will tend to be more forgiving to males. Numerically, it makes no real to assume that men, overall, could have a higher average number of heterosexual partners during any time period than women do, yet figures which say that men do tend to have more heterosexual partners during their lifetime continue to be given all over the place.

Granted, the figures are just that, figures, but they reflect a case of denial on the part of guys - the denial that for every woman he has slept with, chances are that each woman he had slept with just as many other guys (or more); for each girlfriend that they cheat on who never finds out, there were probably as many girlfriends that cheated on him without him every finding out. Many men would find this difficult to accept, so chances are they'll fall into denial and not accept that, as a mean average, the total number of heterosexual female sexual encounters MUST be equal to the total number of male ones.

As (due to the patriarchal nature of our societies) cultural values will tend to favour the male viewpoint, so this denial becomes accepted, even though its untrue, and with it the idea that its normal for women to have less sex than men and normal for them to have less sexual partners than men do.

Truth is it can't be normal, its not even POSSIBLE - if you do the (extremely simple) maths - for women to have less heterosexual sex than men.

But the idea of what is accepted as 'normal' (and acceptable) remains and the women who are seen to be breaking this code of what is acceptable are given derogatory labels, while men who do the same thing tend not to.

There are other factors, like how much easier it is for women to suffer problems associated with sex (unwanted pregnancies, contracting STDs etc.) but these are personal risks, which are only taken to have weight because of the dominant patriarchal viewpoint. Really, they count just as much for men and women.

That's my answer.

(patriarchal = male dominated - men tend to have more money, power, influence etc. in the society and as the morals and cultures of the society are most influenced by the rich and powerful, morals and cultures will tend to favour the male perspective.)
