Need help with jazzy music

Hello.
I need help, i'm making a piece of music, same genre/style as a song called:

Hungaria - Latché Swing

How should I set it up? Small chords played a special kinda way or stuff? I've been sitting so long, and i still can't get something that has the same feeling as this.

And I know I should just keep working, and not copy other's style.

Some kinda scale, or? Idk, I really need help with this one.
