In a nutshell, fish waste produces ammonia. Ammonia kills most fish (not that guy, however). Nitrifying bacteria turn ammonia into nitrites (which also kill fish) and nitrates (which don't). But they take a couple weeks to show up, and they need ammonia. Hence that fish. He produces ammonia, the bacteria colonies are established, and bang, after a couple weeks you have a stable environment.
