It might sound a bit lame but I find a lot of new/underground/local bands on myspace, I have been added by a couple of really good bands from my area. Obviously being in the UK I wouldn't know specifically where to find underground bands in Los Angeles.

myspace is good place to start off... Compilations are great for this too, especially the Rought Trade Records ones. I have most of them and they have an uncanny ability to find good underground stuff.... other than that find a radio station/podcast that plays just underground music...

Go to www.allmusic.com
Type in a couple of bands you like & it`ll give you a list of bands who share influences/were influenced by , quite a number of them are recent or obscure.

http://www.musicplasma.com/ is another good place to find similar bands... also www.last.fm is good to find people with similar tastes and see what they are listening too...
