I dig MGMT. Congratulations really showed them a capable act. A growth in style and direction, creating a work resembling a crossover between The Beach Boys and Beatles. Their first album was good as well, far more accessible and mainline, but absent the vision of Congratulations. I really look forward to whatever these guys do next.

I dunno. Orac. really kinda sounded like poppier Feels by Animal Collective, though i don't know much about Congrats. But I hear them mega hyped every now and again.

After listening to Congratulations a few more times I think I have changed my mind regarding which is the better album. It's got a lot more depth, even if it isn't as instantly rewarding/fun.
