I agree, a Best Of is a good place to start with Blur. They had a number of good singles.
I'd say
Parklife is the most hooky of their albums, but
Modern Life Is Rubbish is almost as good.
The Great Escape has a number of very strong tracks.
For Oasis, it's really all about
What's The Story, Morning Glory? and
Definitely, Maybe. After that, they declined a lot, in my opinion.
