Commercials and Cues

New to writing for commercials;

A few questions:

Do you master ALL of your 8 bar and 16 bar cues or do you wait until someone is interested in the track?

How do you organize your cues? Do you upload them to a P.R.O. (ASCAP, BMI etc) or do you keep them in another location?

If you do not upload them a P.R.O. what platform do you use to pitch them?

Sorry for the ignorance; i've heard two different approaches.
