Traditional, white American folk does not have a monopoly on folk music, even if proponents of the term "world music" want you to believe otherwise.

Folk encompasses both. Democratized af innit

We should probably get back to the democratization of recorded music that the OP is looking for. I think it just comes down to price and access to production technology. The knowledge of the lowered-barrier of entry to that tech spread through aggressive marketing campaigns with a profit motive, so we actually have to thank capitalism for bedroom pop, not punk.
