Standardized tests is a pretty broad term. Some were; some weren’t. Sometimes teachers would lie about the stakes for the students so they would try.

No, just people who are less motivated in life are less likely to do well on IQ tests. People who are motivated try harder. So it's not people with low IQs are lazy, it's lazy people are less likely to score high on an IQ test.
